SAILING INSTRUCTIONS
1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing, the Yngling Class Rules, the Yngling Class Championship Rules, the Notice of Race (except as any of these are changed by these Sailing Instructions) and these Sailing Instructions.
When the Notice of Race and the Sailing Instructions conflict, the Sailing Instructions shall apply.
1.2 The prescriptions of the Austrian national authority will not apply.
1.3 Rule 11.6 of the Yngling class Championship rules is changed as follows: Delete second and third sentences and insert “A series of 10 races shall be scheduled. If only three or less can be completed, the event shall not be considered a championship.
1.4 If there is a conflict between languages the English text will take precedence.
2 ENTRIES
2.1 Only eligible boats, for which the duly signed Official Entry Form has been received, the registration has been completed, the full Entry Fee has been paid, and the Measurement Check procedure has been completed by July 17th 2005 17:00 hrs, are entitled to race.
2.2 ISAF Eligibility Code (Regulation 19) applies for any person who competes in this Regatta.
3 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located close to the Race Office
4 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 09:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 or at the end of the protest time, if later, on the day before it will take effect.
5 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed at the Signal Mast in front of the Clubhouse.
5.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in the race signal AP.
5.3 When flag Y is displayed ashore, rule 40.1 applies at all times while afloat. This changes the Part 4 preamble.
6 SCHEDULE OF RACES
The World Championship will be sailed in two fleets:

6.3 The time for the first warning signal of the following day will be announced on the official Notice Board before 19:00 hrs of the previous day.
6.4 Number of races: 10
Races per day: 2
(a) the spare day shall be used if previous races are not completed as scheduled or if the race committee considers it unlikely that races will be completed as scheduled.
(b) One extra race per day may be sailed, provided that no fleet becomes more than one race ahead of schedule.
6.5 When there has been a long postponement afloat and when more than one race (or sequence of races) will be held on the same day, the warning signal
for the first race and each succeeding race will be made as soon as
practicable. To alert boats that a race or sequence of races will begin soon,
an orange flag will be displayed with one sound for at least four minutes
before a warning signal is displayed.
6.6 On the last day of the regatta no warning signal will be made after 15:00 hrs.
7 CLASS FLAGS
Class flags will be:

8 RACING AREAS
8.1 Addendum A shows the location of racing areas.
8.2 The Racing Area is defined as the area overlapping by 100 metres the area of the Race Course where any boat can be racing.
9 THE COURSES
9.1 The diagrams in Addendum B shows the course, the order in which marks are to be passed, and the side on which each mark is to be left.
9.2 No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg.
9.3 Special wind directions may cause a shorter beat. No later than the warning signal, the race committee signal boat will then display the number of Mark 1 Roundings to be sailed E.g. board “2” means two Mark 1 Roundings, board “3” means three Mark 1 Roundings and so on.
9.4 Marks 4Sand 4P are shown as a gate, which the RC may replace by a single Mark 4. If a single Mark 4 is used, it is to be left to port. When there is a gate, boats shall sail between the gate marks from the direction of the previous mark and round either gate mark.
9.5 In addition to the grounds mentioned in rule 32 the course may be shortened at the discretion of the RC to enable further races that day. This changes rule 32.
10 MARKS
10.1 Marks 1, 1A , 4S and 4P will be orange cylindrical buoys.
10.2 New marks, as provided in instruction 12.1, will be orange cylindrical buoys with a black stripe.
10.3 The starting marks will be the race committee signal boat on the starboard end and another race committee boat on the port end of the starting line.
10.4 The finishing marks will be the race committee signal boat on the port end and an orange round buoy on the starboard end.
10.5 A race committee boat signalling a change of a leg of the course is a mark as
provided in SI. 12.2.
11 THE START
11.1 The starting line will be between two masts with red-white-red stripes displaying orange flags, one on board the race committee signal boat at the starboard end and one on board the race committee boat at the port end of the line.
11.2 Boats whose warning signal has not been made shall avoid the starting area.
11.3 The Starting Area is defined as a rectangle covering the area 100 m both to windward and leeward of the Starting Line and 100 m to both starboard and port of either end of the Starting Line.
11.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS). This changes rule A4.
11.5 When there is another race the same day the RC will display the Sail-Numbers of boats scored OCS or BFD in the previous race before the next warning signal
11.6 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal, the race committee will display flag V. It will be displayed until all boats have sailed completely to the pre-start side, but not after the starting signal. Failure to display flag V will not be grounds for redress. This changes rule 63.1(a).
11.7 If RRS 30.1 is used the extensions of the starting line are excluded.
12 CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
12.2 Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.
13 THE FINISH
13.1 The finishing line will be between a staff displaying a blue flag on board the race committee signal boat at the port end and an orange round buoy at the starboard end.
13.2 The Finishing Area is defined as a rectangle covering the area 100 m both to
windward and leeward of the Finishing Line and 100 m to both starboard and
port of either end of the Finishing Line.
14 PENALTY SYSTEM
14.1 Appendix P will apply.
14.2 A boat that has taken a penalty or retired under rule 31.2 or 44.1 shall complete an acknowledgment form at the race office within the protest time limit.
15 TIME LIMITS
15.1 Time limits for the first boats are as follows:

If no boat has passed Mark 1 within the Mark 1 first boat time limit the race will be abandoned.
15.2 Boats failing to finish within 20 minutes after the first boat sails the course and
finishes will be scored Did Not Finish (DNF). This changes rules 35 and A4.
15.3 Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a).
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.
16.2 For each fleet, the protest time limit is 90 minutes after the last boat has finished the last race of the day. The same time limit applies to protests by the race committee and Int. Jury about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2.
16.3 A boat retiring from a race after finishing shall complete the Official Retirement Form at the Race Office within the Protest Time.
16.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room.
16.5 Notices of protests by the race committee or Int. Jury will be posted to inform boats under rule 61.1(b).
16.6 A list of boats that, under instruction 14.2, have acknowledged breaking rule 42 or have been disqualified by the Int. Jury will be posted before the protest time limit.
16.7 Breaches of instructions 11.3, 14.2, 18.1-18.4, 19, 20.2, 22, 24, 25, 26 and 27 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the Int. Jury so decides.
16.8 On the last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day.
16.9 For the purpose of RRS 64.3(b) the authority is the officially appointed Equipment Inspector.
16.10 Decisions of the Int. Jury will be final as provided in rule 70.4.
17 SCORING
17.1 The Low Point scoring system of Appendix A will apply.
17.2 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
(b) When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
17.3 A boat may request correction of an alleged scoring error by completing a scoring enquiry form available at the Race Office.
17.4 The scoring abbreviation for a discretionary penalty imposed under SI 16.7 will be DPI.
18 SAFETY REGULATIONS
18.1 A boat that retires from a race shall notify the race committee as soon as possible.
18.2 Boats not leaving the harbour for the day’s races shall inform the Race Office.
18.3 All Boats shall return only to their allocated moorings.
18.4 Boats arriving for any reason at a point ashore other than the Club and that cannot reach the Club by their own are requested to report immediately by telephone dialling

18.5 When the Red Cross emblem (a red cross on white background) is displayed on a RC boat, coaches and other support boats shall co-operate with the RC in rescue assistance.
19 REPLACEMENT OF CREW OR EQUIPMENT
19.1 Substitution of competitors will not be allowed without prior written approval of the Int. Jury.
19.2 Substitution of damaged or lost equipment will not be allowed unless approved by the RC. Requests for substitution shall be made in writing to the RC at the first reasonable opportunity.
20 EQUIPMENT AND MEASUREMENT CHECKS
20.1 Only measured and stamped or otherwise marked sails or equipment may be used for the Championship.
20.2 When other equipment and/or a new set of sails will be used during the event this equipment has to be supplied and checked from the official Equipment Inspector before use.
In case of unmeasured equipment beeing used during racing it shall be presented for measurement before the end of the protest time for that race.
20.3 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
20.4 The officially appointed Equipment Inspector may protest a boat for an alleged breach of a measurement rule. This amends rules 60 and 78.3.
21 OFFICIAL BOATS
Official boats will be marked as follows:
Organizing Committee boats: flag of the Upper Austrian Sailing Federation.
Jury boats: flag with letter “J”.
Rescue boats: flag with letter “S”.
Measurer boats: flag with letter “M”.
Media boats: flag with letter “P”.
Coach boats: flag of the Upper Austrian Sailing Federation and country code
or national flag.
22 SUPPORT BOATS
22.1 Team leaders, coaches and other support personnel shall stay outside the Starting- (SI 11.4) Racing- (SI 8.1) and Finishing- (SI 13.2) Area from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.
22.2 Coaches must register at the Race Office prior going first time on the water.
23 JURY, TV AND PRESS BOATS
Actions by the Judges, TV and Press boats or helicopters shall not be grounds for requesting redress by a boat. This alters RRS 62.1(a)
24 HAUL-OUT RESTRICTIONS
No boat shall be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.
25 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.
26 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.
27 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
28 PRIZES
Prizes will be given as follows:
28.1 The winner of the Open Fleet World Championship will receive the World Championship Perpetual Trophy and official IYA Medals.
28.2 The winner of the Women’s Fleet world Championship will receive the Women’s World Championship Perpetual Trophy, The “Linge Cup” and official IYA Medals.
28.3 Additional prizes will be awarded in accordance with the Yngling Class Championship Rules.
28.4 Prizes will also be warded to the winners of each day’s races.
29 CAMERAS AND ELECTRONIC EQUIPMENT
Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority.
30 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
31 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of € 500.000,00 per event or the equivalent.
